In accordance with the Regulation of the Indonesian Minister of Trade Number 36 of 2023 concerning Import Policy and Arrangements, as amended by the latest Regulation Number 8 of 2024 concerning the Third Amendment to the Regulation of the Minister of Trade Number 36 of 2023 concerning Import Policy and Arrangements, companies intending to export non-hazardous and non-toxic waste as industrial raw materials to Indonesia are required to legalize their Certificate of Registered Exporter (Bukti Eksportir Terdaftar/BET) at the Embassy of the Republic of Indonesia in Canberra.

A. Requirements

  1. Application Form: Complete the Statement of Australian Company via this link: Statement of Australian Company.

  2. Original Letter of Statement: The letter must be on company letterhead, signed by a representative, and stamped with the company seal, declaring that the waste:

    1. Does not originate from landfill activities (cleaned and not mixed with soil).

    2. Is not mixed with trash/garbage.

    3. Is not contaminated with hazardous and toxic materials.

    4. Is homogeneous.

    5. Originates from the same country where the company is registered (Australia).

    6. The company accepts full responsibility for any rejected waste and is liable for its repatriation.

  3. Certificate of Proof of Registration: A copy and official English translation of the certificate issued by the competent Australian authority, indicating registration as a Waste Producer, Packer, Broker, or Trader.

    Note: This document must be legalized by a Notary Public and Apostilled by DFAT Australia before submission to the Embassy.

  4. Articles of Association or Establishment: A copy and English translation of the document detailing the company’s establishment (date, location, founders, and sector).

  5. Most Recent Company Profile: The latest profile of the company, legalized by a Notary Public and Apostilled by DFAT Australia.

  6. Identification Documents:
    • A copy of the applicant’s Australian passport.
    • A copy of the Australian citizenship certificate or valid photo ID (Driver’s Licence).

B. Procedures & Fees

    • Step 2: Once confirmed complete (within 2 business days), send physical copies to the address below.

  4. Return Service: Include a self-addressed envelope with a certified prepaid airway bill for the return of documents.

  5. Processing Time: Upon receiving physical documents, the process takes 3 to 5 business days.

In accordance with the Regulation of the Indonesian Minister of Trade Number 36 of 2023 concerning Import Policy and Arrangements, as amended by the latest Regulation Number 8 of 2024 concerning the Third Amendment to the Regulation of the Minister of Trade Number 36 of 2023 concerning Import Policy and Arrangements, companies intending to export non-hazardous and non-toxic waste as industrial raw materials to Indonesia are required to legalize their Certificate of Registered Exporter (Bukti Eksportir Terdaftar/BET) at the Embassy of the Republic of Indonesia in Madrid.
The legalized BET document is a prerequisite for importers to obtain an Import License in Indonesia.
Below are the registration requirements and legalization procedures provided by the Embassy of Indonesia in Madrid.

 

A. REQUIREMENTS:

      1. Application Form
           Complete the attached form.     

      2. Original Letter of Statement (See template)
            As per the attached template, the letter must declare that:
            a. The non-hazardous and non-toxic waste to be shipped:
                 (i) Does not originate from landfill activities (i.e., not mixed with soil and cleaned);
                 (ii) Is not trash and is not mixed with trash;
                 (iii) Is not contaminated with hazardous and toxic materials and waste;
                 (iv) Is homogeneous.
            b. The non-hazardous and non-toxic waste to be shipped originates from the same country where the Waste and
                 Recycling Management Company is registered.
            c. The exporting company accepts full responsibility for any rejected waste that does not comply with the above
                 points and is liable for its repatriation from the territory of the Republic of Indonesia, indemnifying the
                 rejecting party.
            d. Include the name and address of the importer(s) in Indonesia. This information can be provided as a separate
                 attachment.

            This letter must be on the company letterhead, numbered, completed, signed by the company’s representative,
            and stamped with the company seal.

       3. Certificate of Proof of Registration
            Provide a copy and official English translation of the certificate issued by the competent authority in the
            respective Spanish Autonomous Community or by the Spanish Ministry for the Ecological Transition and the
            Demographic Challenge (MITECO), indicating registration as a Waste Producer, Packer, Broker, or Trader.

            This document must be legalized by a public notary and/or the Spanish Ministry of Foreign Affairs, European
            Union and Cooperation (MAEC), before being legalized by the Embassy.

       4. Articles of Association or Establishment
            Provide a copy and official English translation of the document detailing the company’s establishment, including
            the date, location, founders or owners, and sector type.

       5. Most Recent Company Profile
            Submit the latest profile of the company. A public notary and/or MAEC must legalize the company profile, before
            being legalized by the Embassy.

 

B. PROCEDURES:

      1. Document Submission
           Email soft copies of all the above documents to the Trade Attaché Office at:
           atdag-esp@kemendag.go.id and comercio.madrid@kemlu.go.id

      2. Document Review
           Within two business days, the Trade Attaché Office will inform you via email whether the documents are
           complete.

      3. Physical Document Submission
           If the documents are complete, send all physical copies to:

           Note:
           –   The Embassy assumes no responsibility for the loss or damage of documents sent by regular mail. It is strongly                  recommended to use registered mail that includes a return service (servicio retorno).
           –   Include a self-addressed envelope with a certified prepaid airway bill from courier services such as DHL, TNT,
                UPS, NACEX, or MRW, or arrange for a designated courier for the return of documents.

      4. Legalization Fee
           The legalization fee at the Embassy is €125 for each document, as specified in points 3 and 5 of the requirements
           section above.

           Payment can only be made cashless through the Electronic Data Capture (EDC) machine at the Embassy, using
           debit or credit cards, or mobile payment services such as Apple Pay, Google Pay, or e-wallets.

           Important: Effective 01 February 2025, the Embassy will no longer accept payments via bank transfer.

           As an alternative, Payments can be facilitated through courier services offering “servicio retorno”, where
           couriers also collect payment directly from the sender and process the payment via the EDC machine at the
           Embassy. Examples of courier services that offer simultaneous document delivery and payment include NACEX
           and MRW.

            A receipt will be issued and attached to the legalized document.

      5. Processing Time
           Upon receiving the complete documents, the Embassy will process the legalization within three to five business
           days.
